Government respond concern Medical Drug Theft allegations by us
The Zambian Government recognizes the concerns expressed by the Ambassador of the United States to Zambia regarding the ongoing issue of medicine theft. We reaffirm our dedication to tackling this unfortunate challenge. Our heartfelt appreciation goes to the American Government and its citizens for their generous support, which has significantly bolstered Zambia’s healthcare services, especially in combating HIV/AIDS, malaria, and other public health concerns.
The theft of medicines poses a serious threat to public health, denying patients access to crucial treatments and eroding trust in Zambia’s healthcare system. This persistent issue reflects a long-standing problem that predates the current administration, which took office in August 2021, and originates from systemic weaknesses in oversight and supply chain management during previous administrations.
In response, the Government of Zambia has enacted robust measures to safeguard medicines, ensuring they reach the patients who need them most. Notably, President Hakainde Hichilema promptly commissioned a thorough independent forensic audit of the entire medicine supply chain upon receiving these concerns. The Auditor General’s Office oversaw this audit, conducted by PricewaterhouseCoopers, and the interim report was shared with stakeholders, including cooperating partners, at an invitation from the President at State House.
Following the preliminary findings, the Government of Zambia undertook several decisive actions:
Several officials from the Zambia Medicines and Medical Supplies Agency (ZAMMSA) faced suspension or removal from their roles, including Director General Mr. Victor Nyasulu, Director of Supply Planning Ms. Nalishebo Siyandi, Director of Procurement Mr. Nchimunya Habadu, and Director of Finance Mr. Milimo Ngululu. It is important to note that, aside from the Director of Finance, these officials are currently appearing before the courts of law. The final report has been completed and approved by the Office of the Auditor General for further action. The Government emphasizes that there will be no sacred cows in this process; however, all suspects will undergo the full legal process, maintaining their presumption of innocence until proven guilty by our competent courts. We encourage the Ambassador of the United States to Zambia to share any additional information that could aid in further action or prosecution.
Moreover, the Drug Enforcement Commission (DEC) has ramped up its operations, resulting in the arrest and prosecution of additional individuals implicated in the theft of medicines.
To enhance oversight, the Government has instituted a Joint National Drug Taskforce dedicated to real-time monitoring, early detection, and prevention of theft throughout the supply chain.
In an effort to improve supply chain visibility, ZAMMSA has introduced an advanced digital stock tracking system. This innovative system facilitates real-time monitoring of medical inventories, ensuring accurate record-keeping and minimizing the risk of diversions or theft.
To secure long-term sustainability, the Ministry of Health, ZAMMSA, and key stakeholders will convene next week in the Copperbelt for an annual planning session aimed at assessing Zambia’s medical needs for 2026. This strategic meeting will focus on optimizing resource allocation, enhancing supply chain security, and ensuring the availability of essential medicines for all Zambians.
We want to assure the public that Zambia currently possesses ample stocks of essential medicines, including antiretroviral and antimalarial drugs, with no immediate risk of shortages. Under this government, national essential drug availability has risen from averages below 35% to over 75% nationwide for primary care.
The government remains engaged in constructive dialogue with the U.S. Government to address their concerns, implement effective solutions, and sustain the strong partnership that supports our healthcare advancements. We are committed to transparency, accountability, and justice in delivering quality healthcare to every Zambian. Together, we can safeguard our healthcare system and ensure that medicines reach those in need.
President Hakainde Hichilema’s government has demonstrated a commitment to transparency and accountability, as evidenced by the suspension of senior ZAMMSA management and the dissolution of its Board.
