Energy minister changes New RRB board to enforce discipline and promote accountability

The Minister of Energy has called upon the newly appointed Energy Regulation Board (ERB) to demonstrate firmness, prudence, and professionalism in regulating Zambia’s energy sector, which he described as a vital pillar of the nation’s economic stability and growth.

During the Board’s induction meeting held at the Radisson Blu Hotel in Lusaka, the Minister stressed the importance of decisive leadership and regulatory clarity within the sector. He cautioned that the energy industry cannot afford mistakes in oversight or delays in decision-making.

“The energy sector affects every citizen—every home, every business. Therefore, you must act with prudence and ensure that your decisions benefit the people,” the Minister remarked.

He reminded the Board that every decision made by the ERB directly impacts the lives of Zambians and must be made with the utmost responsibility and transparency.

While pledging the Government’s full support, the Minister highlighted the necessity for the ERB to maintain regulatory independence, ensuring that national energy policies are implemented fairly and objectively. He encouraged the Board to utilize the expertise of its members to guide the sector toward long-term sustainability.

Among the priority issues mentioned was the ongoing challenge of load-shedding, which the Minister indicated continues to disrupt both economic productivity and household livelihoods. He urged the Board to address these issues promptly and strategically.

The Minister also pointed to recent policy successes such as the open access framework, which has contributed to lower fuel prices, and urged the Board to ensure that such advancements translate into tangible benefits for citizens.

He called for improved collaboration between the Board and ERB management, emphasizing the importance of institutional efficiency, accountability, and transparent governance structures.

“I expect you to provide regular guidance to management and ensure that institutional systems are efficient, transparent, and accountable,” he stated.

The Minister expressed confidence in the newly constituted Board, describing it as a well-balanced team of professionals and energy experts. He highlighted Board Chairperson Mr. James Banda—a Lusaka-based lawyer and businessman—as a capable leader expected to guide the institution to greater achievements.

The induction marked the official commencement of the Board’s term, laying the groundwork for robust oversight and strategic leadership in Zambia’s evolving energy regulatory landscape.
