Three Arrested in Zambia Over Illegal Surveillance at Ng’andu Consulting Limited

The Zambia Police Service has arrested three individuals, including two directors of Ng’andu Consulting Limited, for their alleged involvement in illegal surveillance activities. Authorities say the suspects installed hidden cameras without consent, violating the provisions of the Cyber Security Act of Zambia.

The suspects have been identified as:

  • Mr. David Mwale of Chainama Ben Mwiinga PHI
  • Mr. Mumbuwa Liyungu of Rockview Chalala
  • Mr. Michael Likezo Munali, an IT technician from Chelstone

All three have been charged with Prohibition of Illegal Devices and Software under Section 11(1)(a) of the Cyber Security Act.

How the Case Unfolded

The arrests were made following a formal complaint filed at Woodlands Police Station on July 17, 2025, by Mr. Abel Ng’andu, a fellow director of the company. He alleged that the trio conspired to secretly install surveillance cameras inside his private lounge at the company’s Woodlands offices—without his knowledge or approval.

Police reports indicate that the unlawful surveillance is believed to have taken place between May 27 and July 17, 2025.

According to Police Spokesperson Rae Hamoonga, Mr. Ng’andu had initially contracted Mr. Munali in February 2025 to install CCTV cameras for security purposes. These installations were meant for common areas such as hallways and the building’s exterior. However, upon Mr. Ng’andu’s return from a business trip, a visitor discovered a concealed camera in his private lounge. This shocking discovery led to the matter being reported to authorities.

Evidence and Forensic Analysis

During investigations, police confiscated three mobile phones belonging to the suspects. The devices were handed over to the Zambia Information and Communications Technology Authority (ZICTA) for forensic analysis. On August 26, 2025, forensic results confirmed the presence of unauthorized photos and videos of Mr. Ng’andu.

What Happens Next?

The three suspects are currently in police custody and are expected to be released on bond before their court appearance.

Meanwhile, the Zambia Police Service has emphasized its ongoing commitment to enforcing the Cyber Security Act and protecting citizens from unlawful surveillance, privacy violations, and misuse of technology.
