Zambia is set to start a $1.1 billion crude oil refinery in Ndola.

The Industrial Development Corporation (IDC) and Fujian Xiang Xin Corporation have made an agreement with the Zambia Development Agency (ZDA) to build a $1.1 billion modern crude oil refinery and energy complex.

This new facility will be in Ndola and will be able to process up to three million tonnes of crude oil each year, which is about 60,000 barrels every day.

The project aims to satisfy Zambia’s current fuel needs and also prepare for future exports to nearby countries. The ground-breaking for this facility is planned for the third quarter of 2025, and the first phase of operations is expected to start in 2026.

While it is being built, the project will create around 2,200 jobs in areas like civil works, mechanical and electrical installations, and logistics. Once it is up and running, the complex is expected to provide about 600 direct jobs and over 2,000 indirect jobs in operations, supply chain services, maintenance, and support roles.

Additionally, the refinery will include a 130-megawatt power generation plant, with 100 megawatts of electricity going into the national grid, which will help improve Zambia’s energy security.

IDC Chief Executive Officer Cornwell Muleya mentioned that this development is a big step forward in Zambia’s journey towards industrialization, matching the government’s goal for affordable energy independence for both businesses and everyday people.

Fujian Xiang Xin Corporation President and Chairperson Huang Tieming shared that they are proud to work with the Zambian Government through IDC, highlighting their commitment to using new technologies and top-notch engineering.

This news was shared today in Lusaka through a joint statement by ZDA Head of Corporate Communication Kwali Mfuni and IDC Head of Corporate Communication Namakau Mukelabai.
